Do you think the media and politicians instigate racism?

Seems like every time I turn on the TV some politician (Local or National) is claiming racism. And these news reporters are always saying " Was this event racially motivated?" Isn't it fact that if you beat the crap out of someone it's a Hate Crime, u wouldn't beat someone up if u liked them... well usually.
